Who are "the poor?"

There appears to be two kinds of poor people in the world:

 

Does the Bible make a distinction in poor people? Indeed it does ...

(1 Tim 5:3 KJV) Honour widows that are widows indeed.

(1 Tim 5:4 KJV) But if any widow have children or nephews, let them learn first to show piety at home, and to requite their parents: for that is good and acceptable before God.

(1 Tim 5:5 KJV) Now she that is a widow indeed, and desolate, trusteth in God, and continueth in supplications and prayers night and day.

(1 Tim 5:6 KJV) But she that liveth in pleasure is dead while she liveth.

(Deu 26:12 KJV) When thou hast made an end of tithing all the tithes of thine increase the third year, which is the year of tithing, and hast given it unto the Levite, the stranger, the fatherless, and the widow, that they may eat within thy gates, and be filled;
   1Co 16:1-2 KJVR Now concerning the collection for the saints, as I have given order to the churches of Galatia, even so do ye. (2) Upon the first day of the week let every one of you lay by him in store, as God hath prospered him, that there be no gatherings when I come.

What was the collection for?

Rom 15:26 KJVR For it hath pleased them of Macedonia and Achaia to make a certain contribution for the poor saints which are at Jerusalem.

(James 2:6 KJV) But ye have despised the poor. Do not rich men oppress you, and draw you before the judgment seats?

(Lev 19:15 KJV) Ye shall do no unrighteousness in judgment: thou shalt not respect the person of the poor, nor honour the person of the mighty: but in righteousness shalt thou judge thy neighbour.
